Anyone who considers that a right or legitimate interest of theirs has been harmed by a public authority — through an administrative act or by failure to resolve a request within the legal deadline — may apply to the competent administrative court to have the act annulled, the right or legitimate interest recognised and the damage repaired. The legitimate interest may be private or public.
A person whose right or legitimate interest is harmed by an individual administrative act addressed to someone else may also apply to the administrative court.
